ABOUT THE POLICY LINK PROJECT
Policy LINK is a global, seven-year (2019 – 2026) Feed the Future project implemented by DAI. Policy LINK strengthens the capacity of local actors and institutions to lead and manage the agricultural transformation process and contribute effectively and collectively to improved, broad-based food security policy outcomes. Specifically, the program aims to strengthen food security policy systems by investing in and reinforcing productive human and social capital and developing strategic partnerships that help bring these innovations and capacity investments to scale in order to achieve a critical mass of local actors with the ability and opportunity to effect positive policy change through collective action.
ABOUT THE CAADP ACTIVITY
The Comprehensive African Agriculture Program (CAADP) is a key investment priority for USAID/Washington, supported by Policy LINK as part of a locally driven policy transformation agenda under the Feed the Future initiative. CAADP is Africa’s policy framework for agricultural transformation, wealth creation, food security and nutrition, economic growth, and prosperity for all. The CAADP Program aims to strengthen policy systems at the country, regional, and continental levels to fulfill CAADP commitments. As part of this effort, Policy LINK provides backbone support to the African Union, assisting in the coordination, capacity building, and engagement of member states, development partners, and the private sector. This support includes strategy development, collaborative learning, leadership capacity building, fostering mutual accountability, and enhancing communication to advance the implementation of CAADP.
Building on the ongoing interventions, Policy LINK’s support to the 2025 CAADP Strategy and Action Plan will mainly focus on design and establishing capacity for the rollout and implementation of the new CAADP Agenda, Post Kampala Declaration, and shall include but not limited to process design and facilitation, coordination, capacity building, technical expertise, communication, and knowledge management support.
ABOUT THE KENYA & EAST AFRICA BUY-IN
In Kenya, Policy LINK’s support is focused on defining and refining the Agriculture Policy Agenda and strengthening policy coordination and dialogue mechanisms towards the realization of Kenya’s Agriculture Sector Growth and Transformation as defined in the Agriculture Sector Transformation and Growth Strategy (ASTGS 2019 – 2029) and funded by the second National Agricultural Investment Plan (2025-2030). The Kenya activity has an East Africa regional mandate on policy harmonization and coordination.
For this agenda to succeed strong partnerships and regular dialogue through well-functioning platforms to achieve the aspirations of the ASTGS are needed. Coordination between GoK, development partners and the private sector in the policy process is critical to ensure alignment of priorities and efforts and to leverage development and private resources and opportunities for sector growth and transformation. Equally generation of robust data and evidence to inform dialogue, prioritization and design is key to the success of ASTGS.
